Who should be on the new no-fly list?

Congress is serious about banning passengers from planes. But who gets blacklisted?

It looks like Congress is ready to create a federal no-fly list. 

The new legislation would allow the Transportation Security Administration to ban passengers convicted or fined for assaulting or interfering with airline crew members.

The government is doing more than talking this time. This could easily make it into the upcoming FAA Reauthorization Bill and become law. 

Now the questions become: Who gets on the list? And for how long?
