The U.S. government is declaring war on surprise airline fees. But can it win?

This week, the Biden administration announced a proposed regulatory rulemaking that would require airlines and travel search websites to disclose upfront — the first time an airfare is displayed —any fees charged to sit with your child, for changing or canceling your flight, and for checked or carry-on baggage.
