When Nancye Van Brunt got the bill for her dinner last weekend at Taste of Belgium, a restaurant in Cincinnati, it contained a fee she'd never seen — a 7.5 percent "supply chain surcharge." 

She felt as steamed as the Brussel sprouts she'd just ordered.

But it wasn't from the lack of disclosure.
